Hospital Decontamination Drill
DQE’s Hospital Decontamination Drill provides hospital leadership and personnel with opportunities to practice and test decontamination capabilities that have been built up through a coordinated process of planning, training, and equipment purchases. Decon exercises are the primary tool for assessing preparedness and identifying areas for improvement prior to a real incident where decontamination would be needed.
Our hospital decontamination drill design and execution is consistent with the Homeland Security Exercise and Evaluation Program (HSEEP), which provides a standardized methodology and terminology for hospital exercise design, development, conduct, evaluation, and improvement planning.

OVERVIEW
The design of our decontamination exercise drill scenario and evaluation tools focus on providing your hospital with an objective assessment of your decontamination capabilities so that strengths are reinforced and gaps, deficiencies, and vulnerabilities are identified and remedied. The formal evaluation focuses on key areas of an emergency decontamination operation and includes an After Action Report that benchmarks your facility’s decontamination capability. DQE works directly with the client to develop an exercise scenario in-line with HSEEP guidance. Our certified HSEEP instructors act as onsite controllers/facilitators to ensure a realistic, yet safe decon exercise environment.

The Hospital Decontamination Drill covers:
Planning Meeting. DQE conducts a remote planning meeting to develop an exercise scenario with input from designated hospital stakeholders.
Exercise Scenario & Design. In order to objectively access your hospital’s decontamination capabilities, the drill exercise and evaluation addresses the following key areas of an Emergency Decontamination Operation (EDO):
- Communications
- Zone Operation
- Personnel
- Use of Personal Protective Equipment
- Victim Decontamination
- Documentation and Tracking
Support Materials. DQE develops and distributes the following for the decontamination drill:
- Exercise Plan (ExPlan)
- Exercise Evaluation Guides (EEG)
- Participant Evaluation Forms
Onsite Decontamination Drill. DQE’s HSEEP certified instructor serves as the onsite controller/facilitator in a highly structured four-hour program that thoroughly evaluates the hospital’s decontamination capabilities while minimizing the impact on overall operations.
Player/Observer Briefing. This initial briefing is intended to clearly identify the scope of the exercise and ensure a realistic, yet safe scenario.
Hotwash. At the conclusion of the drill, DQE facilitates a hotwash with the exercise’s players/observers. This after-action discussion is used to obtain candid insights into specific strengths and weaknesses of the hospital’s decontamination capability and prioritize recommended constructive corrective measures offered by the group.
After Action Reporting. In order to assess the hospital’s decontamination capabilities, DQE is responsible for the compilation and analysis of evaluation data to develop an After Action Report (AAR).

Exercise design and conduct follows the principles outlined in the U.S. Department of Homeland Security (DHS) Homeland Security Exercise and Evaluation Program (HSEEP), standards by the Occupational Safety and Health Administration (OSHA), and grant requirements from the Assistant Secretary for Preparedness and Response (ASPR) FY2011-2012.
